Just a comment for FLV Coder, maybe you can try out ModX. The core of the system is also very small and it keeps every code snippets and templates in the database as well.

Images are outsourced to the file system, which makes sense IMHO cause the swallow to much data and you can&#039;t apply resource unhungry .htaccess rules on them.
For example dynamic resizing by phpThumb or hotlinking prevention.

modX is free and open-source so you can crawl the code for some hints or examples, the community and forums may help you to get experiences on heavy load systems made with modX.
